The following text is from the original listed building designation:
ROCHESTER HIGH STREET TQ 7468 NW No 17 7/103 II Offices, formerly headquarters of the Medway Conservatory Board. 1909; designed by G E Bond. Rusticated limestone front range containing principal offices including the Board Room (lit by the large central bowed window); brick to rear office range with a brick corner tower at the back; stone dressings. Roof material not visible. Irregular site. 2 storeys throughout. Free Jacobean-Renaissance style. Front: 3 bays, symmetrical. Large panelled door with fanlight under segmental pedimented hood on console brackets; round-headed side windows with tripartite glazing (incorporating a central pediment), and festoons above. 1st floor cornice project above doorway. Central bowed 5-light oriel with mullions, transoms and open balustrade; side bays with tall 2-light windows under segmental pediment. Dentilled cornice. Elaborate parapet with recessed central panel containing coat of arms under broken pediment. End stacks, that to Bull Lane corbelled out. Brick range to rear, also rusticated; markedly asymmetrical side elevation with a segmental pedimented hood and a 3-light window under canted oriel. Corner tower with varied window treatment to each stage, dentilled cornice, shaped parapet and part-slated, part-glazed copper cupola. Cast-iron rainwater goods. The brickwork retains much of its original fine pointing.
