Late in 1940 it became clear an alternative Civil-Defence Control Centre would be needed in case the main centre, at the Municipal Offices, were damaged. Initially, at the start of January 1941, a portion of the public air raid shelter in St Michael’s Road was considered "to house the ‘Air-Raid Precautions Services, Police and Fire Services and Municipal Offices’ in such an emergency" but this idea was rejected later that month due to flooding. Instead the Executive Committee investigated another public air-raid shelter under a new Grandstand (probably the Frank Wooley Stand) at the Kent County Cricket Ground. This was selected and the alternative Centre was ready for use by mid February. It seems to have lapsed by the end of the following year, when a new alternative Control Centre was sought.
