The following text is from the original listed building designation:
ROCHESTER HIGH STREET TQ 7468 NW 7/108 Nos 21 and 23 24.10.50 GV II House with shops below. Later C18. Brick facade: Kent tile roof with hipped dormer. Brick ridge and end stacks. 2½ storeys. Regular 4-window range. Stucco dentilled cornice with coped parapet. Flat rubbed brick arches. 12-pane hornless sash windows to 1st floor, 6-pane to upper half story. Shop front (recessed, late C20) has a moulded cornice with triglyphs supported by 2 pilasters and a Tuscan column. Interior much altered.

In 2010 a survey was carried out within the cellars of the structure. This concluded that the existing building was probably built sometime after 1772 and before 1800. The structure made use of an earlier undercroft/cellar, with numerous modifications in the late 18th/19th century. This structure probably dates from the 16th century. (1)
